I first “met” Tracy when she called Boston Private Bank to obtain information about an investment program we offer on behalf of a Boston client.

Tracy and I struck up an immediate excellent working relationship, as she performed due diligence on the Bank and assisted her client in setting up accounts here. That was in late 2009, and as we have continued to work together, I have been impressed with her on many levels.

She is extremely articulate and knowledgeable, asking very good questions as she researches a topic. She is also very organized and a terrific communicator; she is usually a step ahead of me in contacting me about upcoming maturities before I call or email her. Her communications are clear, detailed and very helpful in providing information. She is easily accessible by phone or email, and on top of it all, she is interesting, personable and a pleasure to work with.

I highly recommend Tracy to any business or organization that is looking for help with its banking, cash management or investments.

Senior Vice President

Boston Private Bank & Trust Company

Tracy has demonstrated repeatedly her expertise in treasury management, investment practices, and banking. Her ability to grasp the complexities of the recent regulatory and government guarantee programs was very impressive. She accomplished this by asking the hard questions and relentlessly pursuing the knowledge to make the correct decisions.

Tracy was instrumental in helping The Network develop investment policies. She has sound judgment, appropriately researches issues, comes prepared to meetings and participates enthusiastically to discussions. She would be an asset to any management team in helping to strategize and set direction for the organization.

Tracy was originally hired as part of a consulting team that acted as The Network’s interim CFO. In that role she improved investment practices for our captive insurance company, addressed several audit issues, and provided much needed expertise in the areas of cash management and short-term investing. When I was hired as CFO, I recognized the need to continue the progress Tracy had made, and retained her to assist us.

Thanks to her efforts we have investment policies in place for several of our affiliates, and are much more informed about recent regulatory changes and government guarantee programs. Tracy has also encouraged us to focus attention on our banking relationships and improve our cash management and investment practices with her ideas and strategies. I feel fortunate to have her on my finance team.

Wilary Winn hired Tracy Howard in mid-April 2008 and she left our firm at the end of November 2008 as conditions in the financial services marketplace continued to deteriorate. The firm provides specialized financial advice to community banks, credit unions, and nonprofit financial intermediaries.

Tracy can undertake assignments that are relatively complex. For example, at Wilary Winn, she worked with clients to properly value and account for interest rate derivative contracts. She also developed and helped implement investment policies for clients to help them mitigate risk in response to recent changes in the financial marketplace.

Tracy writes well and communicates clearly. At Wilary Winn, she helped draft a report designed to fundamentally affect the community investment policy for a large quasi-state agency that provides guarantees on mortgages to low and moderate income borrowers. As part of a team, she also worked on a complex investment request to one of the largest private philanthropic foundations in the country.
